Maritime Safety 2019-09-20

The Institute for the Prevention and Investigation of Aviation and Maritime Accidents (IPIAAM), created by Decree-Law No. 62/2018 of 12 December, is the Cape Verdean authority body responsible for the prevention and investigation of incidents and accidents regarding maritime and civil aviation sectors. Endowed with collective public legal personality, as well as administrative, financial and property autonomy, IPIAAM is a state service that operates under the supervision of the members of the Government responsible for the air and maritime transport sectors.

IPIAAM arises from the merger of the Commission for the Prevention and Investigation of Aircraft Accidents (CPIAA) and the Office for the Prevention and Investigation of Maritime Accidents (GPIAM) and is thus constituted as an independent National Authority with broad accident investigation power over maritime and civil aircraft incidents, in accordance with international instruments, as well as national regulations the country is signatory. The investigation of maritime casualties and/or incidents, whose responsibility, inter alia, rests with the IPIAAM Maritime Safety Nucleus, is based on the best practices embodied in the International Maritime Organization Code for the Investigation of Maritime Accidents and Incidents and the regulations from IPIAAM.

Such investigations aim to identify, as effectively and as quickly as possible, the underlying causes of these occurrences, to draw up and disseminate the corresponding reports, to promote studies that can shed light on the type of occurrences, and make recommendations on maritime safety that aim to reduce the ratio of maritime accidents, thus contributing to the increase of maritime transport safety in Cape Verde. Maritime safety investigations are separate and independent from any other form of investigation and do not seek to assign blame or determine liability. IPIAAM also participates abroad as an accredited representative in the investigation of accidents and serious incidents involving ships bearing the Cape Verdean flag.
