A “safety culture” is understood to be anything that includes norms, beliefs, protocols and attitudes that are related to the functioning of an organization or sector. When they are reflected in the actions and behavior of the people who belong to it, an ecosystem with effective and efficient performance in terms of safety is created. In this way, we can consider the “culture of safety” as a necessary piece for the reduction of accidents and incidents, in the aeronautical and maritime sectors.

However, the safety culture is not born alone. It comes from the experience, knowledge and information sharing that is done among the people who belong to the organization. For an effective ecosystem it is necessary to look at it as a pulley in an immense mechanism: if one part fails, the entire system collapses. Therefore, it is important to understand that, when it comes to safety, the responsibility lies with everyone, from the top management to the most operational employees. It is important to establish, value and recognize good security practices in any sector and, above all, look at security as a strategic tool for achieving objectives.

It can be said that a good safety culture only brings benefits to the sectors where it is applied. Since it allows reducing internal and external threats, creating greater awareness for communication and sharing of non-compliance with security policies and procedures, it reduces the risk of threat, allows a greater commitment to the security aspect in general and, finally, it increases the efficiency levels in the security systems already in place without the need for additional resources.

IPIAAM works to implement a “culture of safety” in the aeronautical sector, but also in the maritime sector. As these sectors are an integral part of the country's development and growth, security in these two areas must be seen as a priority, both for those who work in the sector and for those who benefit from and use these two means of transport.

As IPIAAM is responsible for the investigation of accidents and incidents, the promotion of safety through the implementation of policies and programs for the prevention of aviation and maritime accidents is essential. This allows for the creation and implementation of a “culture of safety” in both sectors, with a strong focus on investigation and prevention.

The rapid carrying out of safety investigations into accidents and incidents, as well as their communication, analysis and dissemination of the respective recommendations, reinforce safety in this type of transport and contribute to preventing the occurrence of future accidents and incidents.
